Urban Crisis Response Course – “First On Site”

Tactical Options Urban Crisis Response Course is designed for LEO’s who are “First-on-Site” individually to an active crisis situation, and/or in small group numbers, that require immediate execution to stop the threat by lethal action. This 35-hour program progresses by comprehensive building blocks developing critical capabilities on both weapon platforms marksmanship fundamentals and manipulation motor skills, street maneuvers requiring usage of cover and precision shots, and close-quarters building maneuvers if entry is an immediate requirement. Time is critical to stop the threat to save lives in the immediate threat area of an active shooter. Officers must possess the required lethal skills to execute in order to disrupt and end an active shooter’s mass casualty goals. 

This program requires critical thinking and performance under various stages of stress that will be implemented. Officers will be required to participate in various street and vehicle live-fire scenarios and CQB scenarios involving Simms Force-on-force. Vehicle live-fire scenarios will be practiced and conducted both day and night. This program is designed to receive any officer, regardless of duty position, and prepare them to deal with high-threat environments in limited capacities and support. Teaching methodologies and practices are delivered and progress in stages of crawl, walk and run. Officers will leave with a solid base of fundamentals and principles practiced “basics” that expand on various threat contingencies.

We will coordinate with your department on what is needed at the moment for you to attend training until the course attendance cost is clear.

This 3-day training program includes:

Day 1:

• Mindset: proactive vs reactive for everyday readiness posture. Preparing and coping with fear (this will be addressed through the entire program)
• Expeditionary mindset: everyday readiness, weapon and shooters kit set up, SOP development
• Carbine holdoffs with precision shot requirements utilizing maximum distance of range
• Carbine body positions flat range and vehicle exterior: kneeling, prone, roll-over prone left and right side
• Carbine precision fundamental application and marksmanship: Body position, sight alignment, breathing, trigger squeeze
• Precision target assessment, hold-offs, shot application while understanding principle threat variables and required shot application needed with assigned carbine system
• Fundamental marksmanship assessment, identification of fundamental errors, and how to fix/mitigate against incorrect fundamental application based on target assessment and analysis
• Pistol precision enhanced fundamental applications, cadence engagement techniques, pistol manipulation skills
• Pistol and carbine malfunction clearance procedures, threat follow-through
• Safe weapon handling techniques under stress
• Weapon transition, threat follow-throughs, and hasty weapon recovery procedures
• Multi-target / multi-threat engagement criteria, problem-solving, situational analysis, and execution methods
• High percentage vs low percentage shot requirements for both pistol and carbine
• Moving and shooting fundamental applications: forward, lateral, oblique angles 
• Shoot vs no-shoot target stress drills
• Movement to find a clear lane of fire through obstacles, and non-threats, to place accurate shots at the threat/target
• Low-light / no-light safe weapons manipulation techniques 
• Tac-light manipulation both pistol and carbine, light discipline and scanning techniques, precision shots

Day 2: 

• Vehicle engagement methodologies
• Barricade/vehicle shooting positions and engagement methods: rollover prone, bend-over prone, kneeling, crouching, confined space fundamental application
• Multiple target acquisition and threat reduction methods
• Ballistic impacts on glass and vehicle body penetration familiarization: offensive vs defensive
• Engagement methods on high percentage vs low percentage targets
• Vehicular engagement maneuvers and counter-engagement techniques
• Single, two-man, 4-man maneuver drills and procedural flows
• Weapons malfunctions drills, clearance procedures, and threat reduction follow-through
• 3-dimensional threat criteria and problem-solving
• Deliberate and methodical vehicle / dead space clearance procedures vs hasty maneuvers: individual to multi-officer
• Precision fire and maneuver TTPs and communication techniques: individual / collective duties and responsibilities
• Team movement procedures, danger zone penetration condition set, split lane procedural flows, shoot / no-shoot identification, communication methods, low percentage clearance, and shot placements
• Tac-light discipline considerations: when to scan, barrier light considerations, light manipulation criteria
• Low-light / no-light live-fire stress drills
• Safe weapon handling and manipulation techniques, weapon transition, threat follow-through, and recovery procedures

Day 3: 

• Introduction to CQB / Initiative-based tactics, fundamentals: individual, buddy team, 4-5-man team
• CQB individual and small group task and purpose, duties and responsibilities: actions for an individual to a small group
• Exterior building approach and entry methods
• Exterior movement formations and entry procedures: hasty vs deliberate
• Sector definition and sector control duties and responsibilities: threat, non-threat, the path of travel, angles for clear shots 
• Immediate threshold clearance techniques: single man vs buddy team cross-coverage, immediate threat reductions, weapon transition, closed-door vs open door
• Single room / multi-room initiative-based tactics clearance procedures: room domination, dead space clearance, opposing threats and entryways, shot calls, communication, priorities of work
• Single-man, 2-man vs multi-man room entry (4-5 man team)  clearance procedures, and various threat contingency exposure during clearance lanes
• Single threat / multi-threat reduction methods
• Target discrimination: threat / non-threat recognition and use of force
• Weapon manipulation techniques during stacking and movement flow
• Communication methods: markings, verbal, non-verbal
• Various stacking configurations: single vs split vs oblique angle
• Hallway domination, hallway movement approach angles and clearance, single stack vs split stack movement, communication methods, hasty vs deliberate flow, hallway intersections (t-intersection / 4-way), hallway crossing and room entry open door vs closed door, usage of cover during hallway movements: single to small group advancement
• Hallway individual/buddy team movement, bounding, and cover procedures, strong pointing
• CQB clearing with threat and non-threat assessment stage performance-enhancing drills and scenarios
• Force-on-force scenarios: active shooter in a building, active shooter school, active shooter hallway with no-shoots, movement and clearing methods to active shooter, down officer rescue emergency entry methods and procedures
• TACSOP / SOP / Tactics, Techniques, and Procedures development

Packing list per individual:

• 500 pistol training rounds / 500 carbine training rounds / 200 Carbine Simms / 50 Pistol Simms
• Duty carbine with a sling, working tactical light, and optic (must be zeroed prior to arrival)
• Duty pistol with working tactical light and holster (bring spare batteries if you have an RDS mounted)
• 5 carbine magazines and 5 pistol magazines
• 3 carbine Simms mags and 3 pistol simms 
• Carbine Simms bolt or carbine upper conversion, blue simms pistol or conversion
• Optic spare batteries, optic mounting screws, and tools (none will be provided)
• Duty belt with holster / tac-belt with holster
• Carbine and pistol magazine carrier (minimum carry of two pistol magazines and 3 carbine magazines)
• Duty soft armor and tac-carrier system with plates (shooters kit, swat kit, etc.)
• Ballistic eye protection clear and tinted (half jackets and like models not authorized) 
• Ballistic helmet (you will borrow from class if you are not issued one)
• IFAK / bleeder kit with tourniquet 
• Ear protection (noise-canceling most recommended)
• Gloves and knee/elbow pads (cars will get chewed up and gloves help prevent potential hand slices on sharp metal)
• Range training clothes top and bottom (bring a long sleeve top b/c of floating glass)
• Wet weather gear (check weather)
• Headlamp, handheld flashlight
• 2 green, 2 blue, and 1 red glow stick
• Department approved and authorized Simms protective equipment
• Weapons cleaning kit and lubricant (Qtips and lens cleaning wipe for weapon optics)
• Water/snacks
• Note-taking material
